Multimodal domestic land transport at the logistics hubKOUVOLA INNOVATION OY (KINNO)

Overview

Kouvola RRT is a rail–road terminal on the TEN-T network, and this pilot looks at eFTI from the position of the party that owns the site rather than the cargo — the terminal landlord. The focus is the moment of modal change: rail to road and road to rail at the hub, and what has to happen inside the hub’s information systems for eFTI data to be useful there.

Practically that means integrating eFTI into hub systems and working with Fintraffic Rail on the hub’s rail track bookings, while preparing for the opening of international traffic and for receiving hazardous cargo. Fintraffic is both the railway traffic control and management body in Finland and the national eFTI Gate operator — and, on current understanding, prospective Gate operator for Sweden, Denmark and Norway as well — which makes the Finnish hub an efficient place to test rail data flowing into terminal systems.

The pilot is structured as a feasibility study spanning stakeholder and beneficiary mapping, needs assessment, specification of what eFTI must deliver from a landlord’s point of view, and the basic preconditions for testing and piloting. Its wider ambition is to provide an accessible test environment for multimodal rail–road eFTI piloting that other actors can use.

(summer 2026)

First process and architecture versions designed and validated with participants
  • Focus on the change of transport mode in multimodal land transportation.
  • Integrate eFTI into the logistics hub’s systems.
  • Ensure compliance with national requirements.
  • Analyse and validate eFTI from the terminal landlord’s point of view.
  • Communicate and interact with the industry and its stakeholders.

UC1

Change of transport mode at the logistics hub — rail to road and road to rail — in multimodal land transportation.

UC2

Integration of eFTI into the hub’s information systems, and cooperation with Fintraffic Rail on the hub’s rail track bookings.

UC3

Preparation for the opening of international traffic and for receiving hazardous cargo, with the eFTI platform provided through the Vediafi collaboration.

By mid-2026 the pilot had identified the benefits eFTI could bring to a terminal landlord and how rail traffic can be better integrated into terminal management systems. Working with railway stakeholders and Vediafi, it designed the first process and architecture versions for the pilot system, with data exchange agreed and validated among the participants. It also established the link to an existing obligation: as a TEN-T network terminal, the site must supply railway terminal data to the Commission’s TENtec system under the CEF Regulation.
