A Nordic Road Transport Pilot of eCMRTRAFIKVERKET

Overview

Almost every other pilot asks whether the technology works. This one asks whether the market is ready — specifically, whether Swedish SME road hauliers, who make up the bulk of the sector, have the digital maturity and the systems to take part in eFTI-based information exchange at all.

The instrument is a survey, developed and methodologically validated, to be followed by interviews and a technical pre-validation of eCMR data export and structure. The aim is to map how much eCMR is actually in use, which transport information those solutions hold, and whether it can be extracted, structured and shared in formats relevant to future eFTI platform and gate environments. Alongside it, the pilot identifies market leaders and followers in eCMR adoption and logistics digitalisation, and analyses the organisational, technical and business factors behind readiness.

Phase 1 is deliberately kept away from system integration, which is also its main risk mitigation: the pilot can produce useful evidence regardless of when the XSD stabilises or the Nordic Gate arrangements conclude.

Timeline

Analytical and preparatory phase January 2025 – December 2026
Phase 1 survey activities across 2026

Status
(summer 2026)

Survey instrument finalised and validated; distribution from August 2026
  • Map the level of eCMR usage, digital maturity and the availability of transport information relevant for future eFTI-based information exchange among Swedish SME road hauliers.
  • Identify market leaders and followers in relation to digitalisation, eCMR adoption and readiness to participate in future eFTI-enabled information exchange.
  • Analyse the organisational, technical and business-related factors influencing both eCMR aoption and future eFTI readiness among SME hauliers.
  • Deploy and analyse a multilingual survey instrument supporting both Swedish and broader European data collection.
  • Conduct a technical review and preliminary pre-validation of existing eCMR solutions, assessing their capability to provide transport information to future eFTI platform and gate environments.

UC1

Survey-based assessment of digital maturity, eCMR usage and readiness for digital data exchange among Swedish SME road hauliers.

UC2

Identification of market leaders and followers in eCMR adoption and broader logistics digitalisation.

UC3

Assessment of how information generated through existing eCMR platforms can be extracted, structured and prepared for exchange through eFTI-compliant platforms and gate environments.

UC4

Preparatory technical review and pre-validation of eCMR data export, structure and potential platform/gate alignment.

UC3

Preparation for future cross-border test scenarios involving Nordic road transport routes to Denmark, Finland and Norway.

By mid-2026 the survey instrument had been developed, finalised and methodologically validated. The Swedish version was planned for distribution in August 2026, with German, French and Spanish translations underway to be distributed alongside an English version prepared for wider European dissemination. Anchoring was carried out with Trafikverket, a platform actor, selected Swedish road hauliers, eFTI experts and eFTI4LIVE actors. Data collection had not yet started, so the empirical findings on eCMR adoption, digital maturity and organisational readiness will be generated in the next step.

Two lessons stand out.
Survey-based data collection among SME road hauliers requires strong industry anchoring and staged distribution to balance reach, relevance and data quality, and multilingual material is important for European dissemination. More consequentially for the wider programme, early analysis indicates that eCMR adoption alone does not determine readiness for future eFTI participation: the ability to export, structure and potentially share transport information through existing platform environments appears to be a critical prerequisite.
