Cross-border eFTI and tributary systems pilotITODEV

Overview

This pilot follows a single real shipment all the way through the eFTI chain, and adds something the Regulation does not yet require: a carbon figure. Transport data is recorded in CargoSign, an eCMR solution acting as an eFTI tributary system, and passed by API to the Vedia eFTI platform, from where it should become available to competent authorities through the eFTI Gate. A calculated CO₂e value for the same delivery travels with it.

The work is organised in three workstreams: the cross-border test case itself, from Lithuania to a neighbouring Member State; the integration of CO₂e emission data into the eFTI dataset; and multi-actor data sharing, exploring how carriers on different platform systems can contribute eFTI datasets through a common pattern.

Implementation across three workstreams; tributary-to-platform flow confirmed
  • Demonstrate end-to-end delivery of eCMR-based logistics data from a carrier, through a tributary system, to an eFTI platform and eFTI Gate.
  • Enable a real cross-border delivery from Lithuania to another EU Member State using an eFTI-interoperable eCMR solution.
  • Transmit structured eFTI data to the eFTI platform and verify its availability through the eFTI Gate.
  • Share calculated CO₂ emissions for the same delivery as part of the eFTI dataset.
  • Validate technical and semantic data interoperability.

UC1

Cross-border road shipment using an eCMR platform as an eFTI platform tributary system, from Lithuania to another EU country.

UC2

Economic operator eCMR-based logistics data transmitted via the eFTI platform to the eFTI Gate.

UC3

CO₂ emissions data attached to the shipment record and included in the eFTI dataset.

On the cross-border test case, carrier agreements were established at intent level for a route from Lithuania to a neighbouring Member State, and API connectivity between CargoSign and the Vedia platform was confirmed — making the tributary-system-to-platform flow independently testable under the current specification. Full end-to-end testing, including competent authority access via the Lithuanian eFTI Gate querying the Finnish eFTI Gate, remains blocked by the ongoing eFTI XSD revision and by the Lithuania–Finland Gate-to-Gate connection not yet being operational.

The emissions workstream confirmed that all inputs a GLEC-framework CO₂e calculation needs — origin, destination and cargo weight — are already present in a standard eFTI dataset as defined in Implementing Regulation (EU) 2025/2243, so a competent authority could in principle derive emission estimates directly from eFTI data without separate reporting by operators; vehicle type was identified as a potential data gap requiring further field-level mapping. A third workstream, with Pionira, ABONA and 51Biz, developed a technical concept letting carriers on different platform systems contribute eFTI datasets through a common signing and integration pattern.

The headline lesson is that Gate infrastructure maturity is the binding constraint rather than operator readiness: connecting a tributary system to an eFTI platform is technically achievable under current specification versions, so scoping pilot work to independently testable segments is both pragmatic and productive while Gate infrastructure matures.
