eFTI data sharing enabled by the Virtual Watch Tower — Sweden–Estonia multimodal road–sea use casesSWEDISH–ESTONIAN CORRIDOR PILOT (VWT / TWIN NODE OPERATED BY RISE)

Overview

This is the most fully specified end-to-end architecture in the portfolio, and it is being tested on a live bidirectional corridor: manufacturing companies with production facilities in Sweden and Estonia, road carriers, a ferry operator across the Baltic, port gates, eFTI platforms, national Gates and authority interfaces.

The model assigns each layer a precise role. Forwarder and carrier transport management systems originate the transport order and the ferry booking. eCMR and eFTI platforms create the consolidated eCMR, register a Consignment Movement Data Set per leg and hold the business data for selective disclosure. An eFTI Hub provides “one platform, one integration” reach along the corridor without bilateral links. The eFTI Gates in Estonia and Sweden issue Unique electronic Identification Links, operate the registry of identifiers and broker authority access under Implementing Regulation 2024/1942 — remaining pure intermediaries that hold no business data. Ferry booking and vessel manifest systems provision the sea leg, with the manifest built from booking data and reported to the Maritime Single Window under Regulation (EU) 2019/1239, which also supplies ship ATD/ATA. Port gate systems resolve the presented number to the consignment movement and apply the combined-transport stamp. The Virtual Watch Tower sits over the corridor as a visibility and disruption-monitoring layer that consumes movement events without altering the data.

The validation plan is correspondingly detailed, covering semantic, schema, identifier, lifecycle, traceability, security, performance, interoperability and authority-access validation — including the full consignment movement state machine from draft through to closed.

Preparation — conceptual design, documentation and stakeholder alignment
  • Validate eFTI conformance through systematic testing of all system components.
  • Establish a beta testing environment for real-world transport scenarios.
  • Demonstrate bidirectional data exchange between Swedish and Estonian eFTI infrastructure.
  • Test and validate Virtual Watch Tower and TWIN eFTI node integration with eFTI Gates.
  • Test Maritime Single Window integration with eFTI Gates.

UC1

A bidirectional transport corridor connecting Estonia and Sweden via Baltic Sea ferry services, enabling conformance testing and preparation of the eFTI beta testing environment, including connections to the Virtual Watch Tower

UC2

Participation of manufacturing companies with production facilities in both countries, road carriers, ferry operators, eFTI platform providers, the Virtual Watch Tower and national authorities.

UC3

Primary data scope: CMR-based eFTI datasets, with integration between Maritime Single Window systems and eFTI Gates enabling event-triggered data requests during vessel arrivals and departures.

UC1

Authority retrieval of transport information using different identifiers — UIL, trailer registration and booking reference — and reading of the combined-transport stamp for cabotage checks.

By mid-2026 the eFTI TWIN (Trade World Wide Network) node had been set up for storing eFTI-related data, with its storage aligned to UN/CEFACT, and activities were under way on the possible use of Peppol for eFTI purposes. The Estonia–Sweden use case continued through a number of workshops involving shippers, authorities, gate and platform providers and carriers, with one focus on exploring economic operator value creation.
